Send quotes as webmentions

I'm pretty sure on any platform (bluesky or fedi) with quotes, they're essentially a repost and then a reply combined in one, right? I'm not sure if webmentions have a native quote functionality but I think that can be emulated with u-repost-of + u-in-reply-to. It'd be nice to receive quotes to my website
