Missing NOTICE file

Today I did a review of our whole license and DCO stuff with a colleague at iteratec. He argued that the Apache 2.0 License mandates that there is a notice file in the repo: https://infra.apache.org/licensing-howto.html

Also the License file should be top-level -> symlink it into the reuse-dir.

We also must consider contributors which will be noticed explicitly.
