Migrate CI to GitHub Actions #1060

Hi All. I see that the CI is currently based on Travis CI and Circle CI but that the Circle CI build is failing and the Travis CI hasn't run for 4 months. Is there interest in migrating the CI to GitHub Actions? I think maybe given the following comment in Issue #847

  • port CI to GitHub Actions (can't have CI broken or taking hours to complete),

If this is of interest, would you like me to give it a go over the upcoming weekends? I've ported the CI to GitHub Actions for pyhf, unyt, ltwnn, and recast-atlas in the past, so I think that this should be doable here too hopefully.
