Describe the issue linked to the documentation

Link the site https://scikit-learn.org/scikit-learn-benchmarks/ and https://github.com/scikit-learn/scikit-learn-benchmarks in the homepage https://scikit-learn.org.

We could also find a way to generate a new (static) badge for the README.rst.

[![asv](http://img.shields.io/badge/benchmarked%20by-asv-blue.svg?style=flat)](https://scikit-learn.org/scikit-learn-benchmarks/ )

that should render as: asv

EDIT: actually the syntax above is for markdown. It would need to be adapted to use the reStructuredText syntax instead for our README.rst file.

#21956 put the link in form of a badge to the README in github.

Question: Shall we also put the link somewhere on the website?

+1 for adding a link to doc/developers/contributing.rst in the intro paragraph of the section named Monitoring Performance.
