Style guide naming conventions doesn't cover constants

The Naming Conventions on the Style guide does not cover constants, which has caused at least one person to comment to me on Stack Overflow that the correct style is camel case starting with a lower case character, as described [in this section](http://docs.scala-lang.org/style/naming-conventions.html#values_variable_and_methods).
