Xbox Chatpad for Controller Keyboard Addon - Held Keys Question #605

Hi,
Not sure if you can answer / handle this as I think it's a hardware issue.
I have an official Xbox One Chatpad (a mini keyboard) attached to a controller and using this as an input on my PC.
I want to Remap the X1 and X2 buttons (appearing as F23 and F24 in Windows) to CTRL and WIN keys.
This has worked for single presses, but it doesn't work for press and hold. So I can't to CTRL+ or WIN+ combinations.
I appreciate this may be a pure hardware issue where the controller is sending CTRL CTRL CTRL.... in stead of just a held CTRL - but is this something you have come accross and have any suggestions to address?
