METAR remark T-group handler should error when value conflicts with int value provided in non-remark #182
Description
Consider this real-world METAR
KRDU 081851Z 33003KT 10SM SCT030 SCT120 BKN200 35/24 A3004 RMK T03440339
My understanding is that this METAR was human augmented and they typoed the T-group dew point. So the t-group 33.9C over-wrote the 24C value. My opinion is that our library should error on this when strict=True. Specifically, when the round value of the t-group does not match the integer temperature values. Thoughts?
