I don't understand the purpose of the make_handle() function. Is it for debug 
purpose?

Here is a patch which implements what was proposed in a comment: inline 
make_handle().

The comment:

def make_handle(callback, args):
    # TODO: Inline this?  Or make it a private EventLoop method?
