Describe the PR

The rule enforces the conventional modifier order. It can also sort type annotations from regular annotations. This could allow us to enforce that eg @Nullable is always written next to the type it qualifies. I think this is a good fit for quickstart.xml, maybe not initially but after a couple releases.
