Hello:

https://plotly.com/ggplot2/interactive-tooltip/
is a non functional copy of
https://plotly.com/ggplot2/hover-text-and-formatting/

it appears to have the same code, but the graphics only appear on the hover-text-and-formatting copy..

it looks like it has been (correctly) removed from the repo, but that change has not propagated onto the web server.
