What's this issue about?

User management

Expected behavior

Ability to add a new user as the super admin or to change the role.

Actual behavior

There is no button to add a new user. Also, if the user doesn't click on the link in his mail, I can't change his role.

Steps to reproduce

Login as superadmin
OR
Create a new normal user
Logout
Login as superadmin
Change role
Can't update

Environment

Ubuntu 20.04 LTS (Docker Compose)

About the Feature

I wasn't able to set up the container to send out a real email. But I can't change the role of a new user or add a new one as the admin. I need some users who are able to create a new form. At the moment, that isn't possible for me.
