Issue with current documentation:

Now that #24085 is in, proper release notes should be written.

Idea or request for content:

It should include:

  • A brief explanation on why the changes were introduced
  • A description of the changes and how they affect downstream users
  • A suggestion on the best way to support both sets of types going forward (point to npy_2_complexcompat.h).
