I noticed the attribute numpy.version.short_version no more exists in the latest release candidate (1.21.0RC1) which has been pip-installed on linux-amd64 running python3.9 (binary wheel).

This is breaking some build scripts downstream. I just wonder if it was foreseen to remove this attribute ?

If short_version has been forgotten, I can submit a PR if needed.
