Allow IDE install to call RISC-V compiler (earlephilhower#2513)
Released packages have a post-processing step to allow them to work with IDE installed toolchains. This was not updated for the RISC-V compiler, so R5 compiles fail under the release IDE package. Update to call proper compiler path. Fixes earlephilhower#2510
