[Epic] Build the provider toolchain center for Codex, Claude Code, and GitHub Copilot #14
Description
Problem
Operators need one clear place to install, verify, connect, update, and troubleshoot the external provider toolchains before they create live sessions.
Scope
- Track the Toolchain Center UI plus provider-specific install, version, auth, health, and settings capabilities
- Keep provider readiness visible before the first session turn
Out of scope
- Session orchestration and agent behavior after a provider is already connected
- Local model runtimes that do not depend on external provider CLIs
Planned child issues
- Create the Toolchain Center UI
- Add Codex toolchain detection, version checks, auth checks, and update actions
- Add Claude Code toolchain detection, version checks, auth checks, and update actions
- Add GitHub Copilot toolchain and SDK prerequisite checks
- Implement provider connection tests and health diagnostics
- Add provider secrets and environment configuration management
- Add background provider health and version polling
Definition of Done
- The Toolchain Center issues exist and reference this epic
- The epic covers all three external providers explicitly

- Child issues reference this epic
- The epic is detailed enough to support incremental implementation without inventing provider setup flows later
