minor symfony#17128 add alternative method to force version with symfony/flex (alexislefebvre)

This PR was merged into the 4.4 branch. Discussion ---------- add alternative method to force version with symfony/flex I find it more consistent to use `composer` on all steps instead of the environment variable `SYMFONY_REQUIRE`.
