Rulemaking text search is limited to older rulemakings (OCR missing)

The rulemakings that include searchable OCR'd text is limited to older rulemakings (@ <= 2013)
Inquire with OGC or ITSS (or appropriate contractor) to verify if this is true and whether they have plans to include all

Example: Searching the word commission which exists in many recent rulemaking documents that do not get included in results:

Current results have one from 2024( 2024-03 which has the word "commission" in the rm_name,
After the one 2024 result, the remaining results start at 2013 (2013-05...)
