Making broker dependent on plugin #15980

I have a custom plugin for authorization and ideally i want broker to not allow any pub sub to happen if the plugin is not working or missing. Below are the concerns and queries i have regarding the implementation

in kubernetes on rollout restart until the plugin is loaded properly no pub sub to happen. same in case if plugin crashes
some way to add config to tell broker that this plugin e.g xyz_plugin is required and to not accept any pub sub until its added and installed
some clean way to do a rolling update of plugin, currently the plugin needs to be uninstalled to install a new version. If 2nd point works then i am assured that no activity will happen when i uninstall so i can safely take update, else some way to do in a rolling update via env or kubernetes config where i can mention the downloadable url to the plugin, so emqx can download and install it
a clean way to stop any pub on plugin terminate. in the plugin template terminate function how do i make sure that i stop accepting new publish but wait until ongoing publish is finished and puback is sent to client

Need some help to understand if these are possible currently via config and suggestion of right approach to do some of it on my custom plugin side too.

background:

emqx will not allow client login before the native auth chain is initialized (even if it’s empty)
client is allowed by default if auth chain is empty

solution:

config emqx with native auth chain which always denies access. e.g. builtin-db auth with empty database, cinfo auth with “true” expression to match all clients and apply “deny” action
make sure your plugin hook priority is higher than default priority for auth.
