Adds the ability to track and manage capacity #446
Description
In Azure DevOps there used to be the ability to track capacity for individuals, the team, even vacations.
I'd love to see this feature added into GitHub to better manage contributor utilization and reporting. It's very important to ensure product teams are optimized for greatest productivity. Being able to track a persons output against their utilization and available capacity would allow for determining how individuals are performing across the team.
Obviously, adding Insights to track and manage this would be a requirement of this feature.
