This PR scope is to create the API Endpoints for Coder Inbox.
As the scope includes Web UI and VS Code - the endpoints should let the consumer :
- Fetch all the notifications for the connected user.
- Fetch specific notifications with filtering - as it will be used by VS Code that should only fetch OOM & OOD notifications , for the associated workspace.
