Description
This test started timing out consistently on Windows CI when the GitHub runner image updated from windows-2022/20241006.1.0 to windows-2022/20241015.1.0. As far as I know, this is the only test that executes ssh directly. There were no other changes to coder/coder in between succeeding and failing.
