In order to support a native desktop VPN on Windows, add a `coder daemon` subcommand that uses the CoderVPN protocol (#14731) over stdin/stdout. It should start a TUN device with Wintun, then use the API in `workspacesdk` to connect to all the user's workspaces (#14730).
