Dashboard prompts user to manually update if autostart fails because of incompatible parameter values

Once https://github.com/coder/coder/issues/7463 is fixed, then autostart can fail if automatic updates are enabled and there are missing parameters in the new version of the template.

We need the Dashboard to detect this condition and inform users to manually update to restore autostart functionality.
