Maintenance: Balance layers for Python 3.13 in AWS GovCloud #5578

Why is this needed?
We have released a new Python 3.13 runtime and we need to balance the layers in GovCloud for this new runtime. Layers for Python 3.13 are currently at version 1 in that partition but should be at version 4.
