Combining the following issues and PRs into this one for tracking: #38826, #31130, #25380, #25451.
Since the work to solve these issues is not trivial, I have created a project proposal, which will go through our prioritisation process and eventually be assigned a team to fix. Please do comment on the proposal if you see anything that needs changing or clarifying.
