MICROPY_PY_FUNCTION_ATTRS is turned on for nordic, but not for raspberrypi. A user noticed this https://forums.adafruit.com/viewtopic.php?p=1049762.

We might consider using MICROPY_CONFIG_ROM_LEVEL_AT_LEAST_EXTRA_FEATURES and similar, for more consistency.
