Caching fails on IPv6 cache server #1718

On load
::warning::Failed to restore: getCacheEntry failed: getaddrinfo ENOTFOUND [2001:bc8:1d90:1fc1:dc00:ff:fe2b:3f97]
On save
::warning::Failed to save: reserveCache failed: getaddrinfo ENOTFOUND [2001:bc8:1d90:1fc1:dc00:ff:fe2b:3f97]
This looks very much like something somewhere is treating IPv6 addresses as domain names?
Edit: the root cause is in https://github.com/actions/toolkit, I put a fix up at actions/toolkit#2298
