[Feature] Extract last_update from config file to elsewhere #6586

Is your feature request related to a problem? Please describe.
Tracking my config file with Git is inconvenient because Scoop frequently updates the last_update field. As this field is only a flag for Scoop to check the timestamp of last update and not a user-facing configuration option, it would be better moved out of the config file.
Describe the solution you'd like
Store the flag to a file named scoop_lastupdate located in $env:TEMP or the root directory of Scoop installation.
