The standard process is to raise a DSR

Eg #16617 and #24076

I did get 7.4.5 to build for Ubuntu (armhf, arm64 and amd64) but I can't get 7.4.6 to build using the same process. However given 7.4.6 is just a bump for SDK increment and the Ubuntu package of PowerShell that I build does not contain the dotnet runtime but uses the Canonical provided dotnet-runtime-8.0 I don't see this as an issue.
