At the heart of every graph processing system lies a concurrent graph data structure that stores the graph. Such a data structure needs to be highly efficient for both graph algorithms and queries. Due to the continuous evolution, the sparsity, and the scale-free nature of real-world graphs, graph processing systems face the challenge of providing an appropriate graph data structure that enables both fast analytical workloads and low-memory fast graph mutations. Existing graph structures offer a hard tradeoff between read-only performance, update friendliness, and memory consumption upon updates. In this paper, we introduce CSR++, a new graph data structure that removes these tradeoffs and enables both fast read-only analytics and quick and memory-friendly mutations. CSR++ combines ideas from CSR, the fastest read-only data structure, and adjacency lists to achieve the b...

Opening up and publishing this Big Government Data in national portals have significant impact on fostering innovation, improving transparency, public accountability and collaboration. Thus, the expected benefits are hindered by several factors that influence the usage of Open Government Data portals, exploring and investigating these factors is the first step to propose an evaluation approach for OGD portals and promote their usage. In this work, we identified a set of evaluation dimensions that affect OGD portal's usage and fulfillment of users' needs and requirements. According to the identified dimensions, we propose an evaluation of two national OGD portals

To raise these challenges, our country has adopted since 2009 the e-Moroccan strategy that aims to facilitate the access and the use of administration services. One of the main issues of this strategy is to ensure interoperability between all administrations and to provide services that are tailored to each citizen profile. To support the e-Morocco solution, we draw in this article a framework for the implementation of a personalized e-government. Our solution is based on three components: an interoperability platform called WASSIT which is a mediation system that provides data integration and dynamic composition of e-services, a personalization platform called 2P-Med that customizes services to each user profile, and finally a single sign portal that offers a transparent and secure access to all administration services. In addition to this framework, we highlight a s...

However, the heterogeneous and distributed nature of public administrations and the limit of traditional service discovery approaches does not enable achieving efficiently this objective. Rather achieving semantic interoperability through the development of shared e-government knowledge can be the key to smart government. As its main contribution, this paper presents a semantic modelling approach of data and public services, and a service discovery approach for building smart government applications. Our approach uses both semantic web services and conceptual structures technologies. Applying these technologies was shown to have an extremely high potential impact in smart government development. They enabled the improvement of the data and services description, of multiple resources, with additional semantic information, which al...

To comply with standards and principles of linked data, especially the fourth principle, we must always find links to the data of other people. Several tools that use different techniques and operate under several stages provide this task of link. The purpose of this paper is to give a comparative study of several existing tools according to various criteria not supported by other studies.

Unfortunately, with the increasing number of integrated sources, especially in the context of web, mediator’s responses time increases considerably while the answers are not adapted to users profiles. In this paper, we present a personalization layer that makes the mediation system more sensitive to user’s preferences. The layer sits between the user and the mediation system. It captures the user profile and performs a smart source selection according to user’s interests and quality preferences. Selection is based on similarity measurement between users and sources models. Our solution for personalizing data source selection provides the mediator with a set of relevant data sources. These are then involved in the rewriting process to give more satisfying response.

In fact, Big Data technology is providing methods and tools for storing managing and analyzing a large amount of data, and cloud computing provides IT services in a scalable way via internet to a number of clients at low costs. While big data environment requires powerful cluster infrastructure, new ideas about combining this two paradigms were born to enhance business agility and productivity and enable greater efficiencies and reduce costs. Big data as-a-service (BDAAS) refers to common big data services provided as cloud hosted services. These services are intended to provide Big Data features in the cloud. The objective of our research is to describe a BDAAS solution based on Hadoop ecosystem that extracts data from social network and constructs a graph that could be used later for further analysis. As a prototype, we built a graph representing the feeling of a citizen toward a particular deputy. The analysis of the resulting graph will allow citizens and political parties identifying the most popular deputy by analyzing the most significant node.

However, information technology is not widely used for this sector. As a result, e-Government initiatives also aim to promote ICTs to support agriculture in rural communities and promote sustainable development in the region. Current trends in e-Government applications require easy-to-use integrated services designed to meet the needs of the citizen and not just organized for the convenience of the provider. One of the possible solutions, which have recently become a common practice in the development of e-Government programs, is to adopt service-oriented systems. To support online farming activities, this paper presents our web-based dynamic composition solution that we applied to a case study of online purchase of agricultural products. An application prototype is set up.

The main benefit of creating such portals is to fuel OGD reusability by facilitating the discovery and reuse of existing data sets by different actors. However, the number of available OGD datasets has increased significantly with pressure being put on government agencies to publish their data. This makes the task of discovering relevant datasets difficult and time-consuming and hinder consequently the reuse of OGD. Therefore, reinforcing OGD portals with tools to improve data discoverability by proposing relevant content to the user’s needs can improve the reuse of OGD. For this purpose, we propose, in this paper, an approach to enhance data discoverability on OGD portals. Our approach aims to guide the user in a personalized way to interesting and useful information to proposing relevant datasets tailored to its interests

Promoting the usage of these portals is necessary as the value of OGD is perceived only when data is used. Therefore, evaluating their compliance with users ‘requirements is a major challenge to allow the achievement of expected benefits. For this aim, we propose in this work an evaluation model for OGD portals based on five main dimensions identified as having a high influence on their usage. The proposed evaluation model was applied to perform an evaluation of four national OGD portals.

In this environment, Extraction-Transformation-Loading (ETL) processes constitute the integration layer which aims to pull data from data sources to targets, via a set of transformations. ETL is responsible for the extraction of data, their cleaning, conforming and loading into the target. At the beginning of DW project, one of the most important tasks is to construct conceptual design of ETL processes. Several solutions have been proposed to support ETL designer in this task. Nevertheless few methods have accompanied these proposals. In this paper, we present a method for modeling and organizing ETL processes based on our experience in real world. More precisely, we suggest modularizing an ETL process into six modules. Namely, Technical Check, Semantic Check, Standardization & Cleaning, Mapping, Particular Processing and Rejects Management Bus. The proposed approach takes four i...

Indeed, data are important since the success of companies in a competitive market place depends on their ability to identify a trend, a problem or opportunities only seconds or microseconds before others. Public services are also experiencing a great need for the use of data held by different government agencies. Especially since the birth of the movement of open data. The objective of this work is to propose a global architecture for using technologies of big data, in accordance with the standards of open data, to improve the performance of public services.
