This article analyzes the intercultural relationship between the CONAIE and Alianza PAIS at its origins. By using the concepts of social representations, contentious politics and situational discourse analysis I aim to understand how and why since 2006 to nowadays the interactions between these two actors turn out to be troubled. Most theses sustain a progressive degradation of their socio-political relation. In accordance to the identification of contentious episodes and discourse analysis is possible to propose an alternative hypothesis: their political divergences and discursive controversies are located at the origins of the relation and therefore its degradation is less progressive than one would think. The main objective is to present the viewpoint of the CONAIE leaders towards the Alianza PAIS leaders and vice versa, in addition to analyze comparatively how both actors imagined at 2006 the political reform in Ecuador.

From the analysis of the reforms of intercultural bilingual education (IBE) and a case study carried out in a peri-urban area of Otavalo (Northern Andes), an attempt is made to understand how the processes of nationalization and alteration take place (P. López [2016]) during the government of Rafael Correa (2007-2017). Combining the analysis of institutional documents with "school ethnography" —in-depth interviews and on-site observation— this paper explores educational-territorial conflicts, ethnic (auto)identification boundaries and social distinctions that take place in a "bilingual intercultural educational school - guardian of the language". This school is the result in 2014 of the unification of six others founded between 1940 and 1970 in antagonistic Quichua-Otavalo communities (since the enactment of the Agrarian Reform laws 1964, 1973). First, it shows that the reforms promote the coexistence of three approaches: (1) the plurinational and intercultural from the State, (2) the essentialist and culturalist, and (3) the technocratic and meritocratic. Second, from the study of socialization, the interactions, practices, positions and subjectivities of the actors of these schools (principals, inspectors, (former) teachers, psychologists, (former) students and parents) are addressed around the following questions: How does the sense of territorial-community belonging influence in the process of territorial-educational reordering? What tensions emerge between the forms of state identification and the social image that school actors have of themselves? Finally, what effects does this educational policy have on the aspirations of citizenship equality and social mobility of the actors involved? School files, individual interviews, collective interviews and annotations derived from participant observation constitute the corpus of this analysis.
A partir del análisis de las reformas de la educación intercultural bilingüe (EIB) y de un estudio de caso llevado a cabo en una zona periurbana de Otavalo (Andes septentrionales), se intenta comprender cómo se producen los procesos de estatización y alterización (P. López [2016]) durante el gobierno de Rafael Correa (2007-2017). Combinando el análisis de documentos institucionales con la “etnografía escolar” —entrevistas a profundidad y observación in situ—, este artículo explora los conflictos educativos-territoriales, las fronteras de la (auto)identificación étnica y las distinciones que tienen lugar en una “unidad educativa intercultural bilingüe-guardiana de la lengua [vernácula]” situada entre dos comunidades que, aunque se autoidentifican con la nacionalidad quichua, son históricamente antagónicas (desde la promulgación de las leyes de Reforma Agraria 1964, 1973). Este escuela nace en 2014 como resultado de la unificación de seis otros establecimientos educativos fundados y refundados entre los años 1940 y 1970. En primer lugar, se demuestra que las reformas promueven la coexistencia de tres enfoques: (1) el plurinacional e intercultural del Estado, (2) el esencialista y culturalista y (3) el tecnocrático y meritocrático. En segundo lugar, a partir del estudio de la socialización entre autoridades, maestros, padres y madres de familia en la UE unificada de Otavalo, se evalúan los efectos de las reformas. Se intenta responder a las siguientes interrogantes: ¿Cómo influye el sentido de pertenencia territorial-comunitario en el proceso de reordenamiento educativo-territorial? ¿Qué tensiones emergen entre las formas de identificación estatales y la imagen social que los actores escolares tienen de sí mismos? Finalmente, ¿qué efectos tiene esta política educativa en las aspiraciones de igualdad ciudadana e inclusión/movilidad social de los actores involucrados? El corpus de análisis está constituido por archivos escolares, entrevistas individuales y anotaciones derivadas de la observación participante.
Le propos de cet article est d’analyser les interactions et les transferts discursifs entre les acteurs globaux, nationaux et locaux qui s'interrogent sur le “Bien Vivre” et le Sumak Kawsay en Équateur. Il analyse comment, au niveau “glocal” (Favre, 2009), des intellectuels ainsi que des citoyens du monde entier s’inspirent de ce paradigme en le promouvant en tant qu’alternative à la “crise civilisationnelle” et parviennent à le positionner dans le débat public de l’Équateur et de la Bolivie (Pleyers, 2010, 2014). Parallèlement, dans ces deux nations, des courants de tendance indianiste, écologique, altermondialiste, socialiste et « new age populiste » font appel au “Bien Vivre” en cherchant à le réinventer et à le résignifier. L'analyse du cas équatorien montrera dans quel contexte sociopolitique, à travers de quels discours le “Bien Vivre” est diffusé de « l’extérieur à l’intérieur » et vice-versa. Nous démontrerons comment il devient, à travers d’un “processus d’ethnogenèse” (Robin & Salazar, 2010), il devient le paradigme qui articule la Constitution Politique de 2008. Finalement, il identifie quelles disputes épistémiques et politiques émergent autour de cette notion. Le corpus d’analyse est constitué d'extraits de la presse, de projets et de manifestes politiques, de publications et de témoignages des acteurs, ainsi que de fragments de la littérature spécialisée.

En perspectiva histórica y construccionista, el propósito de este artículo es analizar las interacciones y “transferencias discursivas” entre los actores globales, nacionales y locales que reflexionan el “Buen vivir” y el Sumak Kawsay en Ecuador. Visibiliza cómo, en la esfera “glocal” (Favre, 2009), tanto intelectuales como ciudadanos del mundo entero se inspiran en este paradigma, promoviéndolo como alternativa a la “crisis civilizatoria”, logrando posicionarlo principalmente en el debate público de Ecuador y Bolivia (Pleyers, 2010, 2014). Paralelamente, en estas naciones, corrientes de tendencia indianista, altermundialista, socialista y “new age - populista” recurren al “Buen vivir”, buscando reinventarlo y resignificarlo. Al analizar el caso ecuatoriano, se evidencia en qué contexto sociopolítico, a través de qué actores y mediante qué discursos el “Buen vivir” es difundido de “afuera hacia adentro” y viceversa. Además, se demuestra cómo, mediante un “proceso de etnogénesis” (Robin & Salazar, 2010), llega a convertirse en el paradigma que articula la Constitución Política de 2008. Finalmente, se identifica qué disputas epistémicas y políticas emergen en torno a esta noción. El corpus de análisis está constituido por extractos de prensa, proyectos y manifiestos políticos, publicaciones y testimonios de los actores, y literatura especializada.

The aim of this paper is to analyze the interactions and “discursive transfers” between both global and national actors regarding the notion of the “Good living” (“Buen vivir” or Sumak Kawsay) coined in Ecuador. From a historical and constructivist perspective, this briefing dwells on the appropriations and uses of this notion and new paradigm in the “glocal” domain (Favre, 2009), taken by intellectuals and citizens as means of promoting a new alternative to the “civilization’s crisis of capitalism”, mainly in Ecuador and Bolivia (Pleyers, 2010, 2015). At the same time, it shows how some currents of political thought —such as the ecologist, the indianist and the “new age-populist” streams— call this into question for the purpose of re signifying it. The Ecuadorian case highlights the main actors as well as the sociopolitical context in which the “Good living” discourse is divulged from the outside to the inside and viceversa. Also, it reveals the starting point of a new “agreement” based on this notion that will ultimately consolidate the New Political Constitution of the Republic of Ecuador (2008) —through “a process of ethnogenesis” (Robin & Salazar, 2010) — in contrast to the substantial divergences in its conception. Finally, this study permits an analysis of the political and epistemological disputes linked to the notion of “Good living”. The analysis is based upon several press excerpts, written projects and political manifestos, as well as testimonies by involved people and specialized published writings on the subject.
