Parallel Verses
New American Standard Bible
'Now a man who is clean shall gather up the ashes of the heifer and deposit them outside the camp in a clean place, and the congregation of the sons of Israel shall keep it as water to remove impurity; it is purification from sin.

King James Bible
And a man that is clean shall gather up the ashes of the heifer, and lay them up without the camp in a clean place, and it shall be kept for the congregation of the children of Israel for a water of separation: it is a purification for sin.

Holman Christian Standard Bible
A man who is clean is to gather up the cow's ashes and deposit them outside the camp in a ceremonially clean place. The ashes must be kept by the Israelite community for preparing the water to remove impurity; it is a sin offering.
